I have examined the accompanying Ordinance, en'itled

An Ordinance to empower & Magistrate to hold a Small Debts

Court in the New Territories and to regulate the proc6ed-

-ings in relation thereto

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions

This Ordinance etablishes a small Debts Court in the New

Territories and gives a Magistrate jurisdiction to hear and determina

cases where the claim does not exceed Two hundred dollars and the

defendant is resident there.

It provides the necessary machinery and empowers the agistrute

to refer cases which he deems of sufficient importance to be dealt
